You have two pair on the flop, so a raise (given the fact you are on the bubble) is particularly important, to inform the bigger stack that you have a real hand. The bubble is the wrong time to try and squeeze out more profit from a hand. You have an edge ... raise enough so he *knows* the rest of your money is going in, and he should fold. Given the flop you are not laying this one down and if the bigger stack has lost his mind and decides to call for a runner runner flush ... that is ok because you played the hand well.

A note about getting busted on the bubble. Keep in mind that going out in the bubble also means you have made it to the bubble, which is in itself a considerable achievement. When the bubble gets close, IMHO that is the time to bring out the double bladed ax and start wading into pots. Making the bubble is a very lonely place to be with a small stack. A preferred condition is getting there with a strong enough stack to make a run for the top spots.
